C rating?

When a company has a C rating - I guess I can assume that I don't need to do business with them. Is this correct?
Also, looking at another company and no rating. Does that mean no complaints?

Some quick info on BBB ratings in general since you asked: the rating a Better Business Bureau assigns a company is determined by a scoring algorithm that includes such elements as its type of business, length of time in business, compliance with competency licensing requirements, complaint volume, complaint history, seriousness of complaints, complaint response behavior, whether or not the business has committed to our standards, and our experience with the industry that the business is in (some are more problematic than others).
A "C" rating may simply indicate that we are lacking the necessary knowledge to fully rate the business according to the underwriting elements listed above. If there are no complaints but some or all of the other data items mentioned above are missing, then the rating will be negatively affected.
Generally, BBB assigns a business an “NR” (No Rating) under the following circumstances: type of business is not appropriate for BBB rating (i.e., psychics, astrologers, spiritualists and others), we don't have enough information on the business and/or haven’t had sufficient time to assess the business, or we have determined the business is no longer operating.
