$35.00 per tire is an estimate based on the assumption you buy 4 tires. LTL carriers give discounts the more stuff you have to ship. If its only one item the price skyrockets which is why in bright red letters on this page

It says freight charges are estimates only. Estimates are guesses and when dealing with tires and freight it is not an exact science.
What the website CLEARLY stated was that the freight was indeed an estimate
